Hey I am looking to get my Ship parts Re'd. Who do I go to for this and does it help the parts preformance to be any better? And does anyone have any advice on what parts i should do this too?

You bring your parts to a shipwright, a novice will work as well as a master. Only loot components can be RE'ed. Yes it does make them better.
How it works: You have to have so many components, depending on the RE level. For example, you would need 4 engines that are all RE level 4 to be able to RE them, those 4 then end up as 1 engine. This engine has the best stats of those 4, so if engines have speeds of 40, 35, 45, 52, the final one will have a speed of 52 plus the RE % modifier.
Here is a fairly indepth RE Guide if you are interested in reading up on the specifics.

Just of note, the emphasis isn't 100% accurate.
Shipwrights get a skill as they advance certain branches that relates to RE'ing components. A Novice shipwright is limited to RE'ing level 1 parts. The more they advance certain lines, the higher level they can RE. A master shipwright is the only one that can RE any part, since that is where the last bonuses are.
But, that being said, a master shipwright gives no additional bonus on the final item, merely the ability to RE higher level items.

It'd be nice if the upcoming additions to insp buffs enhanced REing as they do resources and assy/exp rolls.
Add an extra 1% or so to each step or something. Turn RE1 into 2%, RE10 into 7%, etc.

Hmm, really. I've had dabbler SWs tell me they can RE anything, /shrug. Haven't been novice in 9 some months so wouldn't know myself.

I never tried RE'ing parts until I was master, so not 100% absolutely positive, but 99.9%. Here's why (granted, I'm giving SOE credit for not adding skills that are pointless):
At Defense Systems 1: Light Armaments, you get Defense Reverse Engineering +2, which would let you RE weapons and shields up to RE level 3 (based off the +1 from novice. Defense Reverse Engineering increases throughout that column to give you a total of +9 at Defense Systems IV, with the final point being stuck in the Master Shipwright box.
The way the game describes those (component) Reverse Engineering skills leads me to this conclusion. Granted, I would be really curious to see someone try RE'ing parts as a non-master, one that shouldn't be able to RE the part. ie, someone with only Defense Systems 1 try to RE a level 5 gun. That would really tell us if those skills are real or just there for looks.
