Im only getting 10 experimentation points as a Master Shipwright, anyhting that I could be doing wrong or is this just a new major bug?!?!

Not all items have more than 10 points of experimentation avaliable. You'd have to say what exaclly that you're attempting to craft for us to say if it's intended or not.

Wasn't it 10 points for chassis, 15 points for components?

Yes, I am crafting a Mark V Reactor with only 10 experimentation points.

Power systems only get 10 points total. So that's right.

Only Weapons, Engines, and Boosters are 15 I think.
