I've got a few lvl10 guns with over 4000 max, and I've got quite a few lvl9 guns with around 3900 max or so. I've got a buddy with a 4500 max lvl10 gun, and I heard of one group who RE'd a set of lvl10 guns and managed to get the final product to be a tad over 5000 max. Personally I'm hoping to get enough lvl10 guns to be able to RE a low mass one to use as the main gun on my Heavy Black Sun fighter, and then fill out the other two gun slots with some low mass, reverse engineered lvl7 or lvl8 guns.

I looted a Level 8 Incom "Triple" Blaster (?)last night... 3600 Max, 0.68 against shield and armour, refire rate of 0.45, mass 23000... but here's the beauty part of it... Energy per shot...14.1!!! Wohooo!!!

I think that is a mission reward. I've got one with almost identical stats after finishing a mission, but would have to check to verify it.

Yup, I've just confirmed it's a mission reward... it must be from the Tier 4 exit mission. I just had never noticed it till after I ran a couple of support sortes to help others on their missions. I had just assume it was a drop off of a target. She sure is a sweet reward!
