i had (pass tense) alot of fun doing re. i had set up a vendor specifically for capacitors since MASTER SHIPWRIGHTS SUCK AT MAKING CAPACITORS !! (had to put that in) I use (pass tense) to travel all the cities and search the bazaars for maybe an hour or two a day looking for capacitors to combine and resell on the vendor. it worked (pass tense) i made good loot capacitors with good energy and good recharge rates and i couldnt keep them on the vendor. did i make a killing credit wise? no. did i try to? no. did i have fun in my mad scientist laboratory and did pilots have good capacitors and did i make a little more then my bazaar costs and time wasted? oh yeah !!!!!
the reason i have pass tense in my paragraph is because on monday, for example,(after the weekend players had a chance to play and loot) i went to the bazaar, selected capacitor and selected galaxy wide. 64 total capacitors and they were all crap or level 1. prior to this addition of the chassis broker, i couldnt dent the bazaar list since there were many many pages to look at.
R.E. is still a blast. i love looking for this thing and searching for that thing (well the looking really sucks now, but it is fun to find a "rough gem") and then seeing what i can make up as an end product.

great post and great info. one question for ya:
how much trouble would it be to create a matrix of parts and your *gut feel* on the average componentvalues? would really like to see data on engines and capacitors, as those are the two that almost no one wants.

Ok first let me say that my only business is RE. Thats all I do.. buy components, reverse engineer them and resell them.
First Issue is storage space:
I use an unlisted vendor and put all purchased components up for sale on it by RE level using 2=22222222, 3=33333333, etc .. level 10s I put up as 10000000. This makes sorting and grouping by component type a breeze.
Second Issue is some components are a waste of time:
I have yet to find a booster, capacitor, or engine in the odd RE levels, 3, 5,7,or 9 that were ever worth a crap. Each one of these appears to be of lesser quality in performance than the immediate preceeding even RE level components. I basically just use them for quick RE sessions to obtain Firespray fragments and then sell them all to the Chassis builder.
Third Issue is pricing of purchases.
Because of the Chassis buyer being right in every starport and paying 1k per RE level, I had to go with a purchase price that was going to make it worth a pilots time to bypass the chassis buyer and take it to my component buyer vendor so that I could purchase it. I set the price at 2k per RE level. I did this for two reasons. First to get them to make the trip and offer them up, and to offer up good stuff not just the crap. The second reason is that I use the prices to do an initial sort while purchasing to put them up on my storage vendor.
Fourth issue is re-sale:
I put up component vendors that stock only components of the same equivalent tier certification level. I have a vendor for level 1s, a vendor for 2 & 3, a vendor for 4&5, a vendor for 6&7, a vendor for 8, and a vendor for 9&10. This lets customer easily find the components that they have the proper certification for. I price the re-sell products at cost * 1.2 for a 20% gross margin. At this rate, the components are still relative to the crafted prices of between 30-40 cpu, while the quality of the higher RE level items clearly are superior to the crafted ones. I also only re sell items that are at the top end of the performance band for each certification tier. The rest I bag up and take back to the chassis builder to unload.
Fifth Issue is Firesprays:
Obviously I get a ton of firespray fragments, I get a full schematic about once a week. So far I've gotten 4 for 3,4,3,3 ships each. I currently have an additional 16 fragments of various duplicates. I have placed the Firesprays (all new mass ones) up for sale on a vendor for 10M each.
The combination of componet re-sells and firespray sales, makes for a moderately successful business, but time consuming. I don't make as much as some of the larger full service SWs, but I get to have fun with the RE stuff and have suprised even myself with some of the particular outcomes, such as a 45k gen level 8 reactor 
Another aspect of the business when I have time is to RE pilots gear supplying my parts and time. I charge the parts cost + 50k to RE any component. Pilots are very suprised when they bring in their part that they think is particularly uber, and I throw some of my parts together with it and it turns out really scary performance wise. I now have a number of Master pilots that continually come for special RE work on loot drops that they want to use in their ships.
Just as a note... I buy about 2M credits worth of components a day, and sell about 2.5M worth each week day, with the weekends being a bit higher. So the business is definately profitable, but not on any wild extreme.
So there are some observations and trade information that I use for my RE business.

are you talking in value credit wise for a shipwright/pilot or as a customer? and most of my reversing customers bring me engines to combine with their little gift engine after tier 3. and capacitors are hard to keep stocked. i dont understand what you mean by almost no one wants

I don't understand the re-sell pricing issue.
You buy the components at 2k X cert level; so a cert 1 item will cost you 2k and a cert 10 item will cost 20k. Right so far? You need 10 cert 10 items to re a level 10 component; the cost so far is 200k; and 20% mark up makes it 240K. Do you sell the item at 240k, or do you put the mark up per item meaning you sell it at 24k?
