Greetings,
I have recently found evidence that looted components were integrated incorrectly into the system. What i mean by this is that level 2 components have level 3 component stats and vice versa. This seems to be the case on several different items (capacitors, engines, etc). Italso seems to be at several different levels. I have seen evidence that lvl 4 and 5 capacitors may have the same problem.
Basically, take capacitor recharge rate. I can get a recharge rate of over 40 when I RE a lvl 4 component. I have yet to find a lvl 5 capacitor with a recharge rate over 30.
Note that the problem does not effect all statistics for a given part andI can not confirm anything above level 5.
I'm looking for confirmation from some other Shipwrights who do alot of REing. Could you look into thisissue and post here?

If by evidence you mean lower level components have insanely modified stats than a higher level, then yes. You're dead on about level 2 capacitors vs. level 5 capacitors. Reactors are pretty much the same. Levels 2-4 have as high as 15k mass (highest I've looted is a 14k level 4, guildie looted a 15k level 4).
I've also picked up a lot of level 6 capacitors with high 20's for regen. Another area is boosters. About a week ago, when I was looking through a lot of boosters for my advanced, there wasn't much of difference between acceleration and speed. A level3 (or 4) I used was 35/25 with 3k mass while a level 6 was 36/27 with considerably more mass.

My question is, when they fix the issue, will the existing looted comps that are being used by players in the game, will those stats be brought down? or will just the new loot that drops stats be scaled down?
If they do change the stats on already existing comps it will be fustrating yet profitable at the same time.

Hard to say with any certainty without SOE confirmation. If they do it like they did the droid interfaces, pre-patch will become more valuable than post patch since they have the better stats.

if you notice, all odd number levels seem to stink and the even numbers are the good items in general. strange indeed....

Actually what I've noticed is a difference of GOOD stats in different areas for different levels, f.ex.:
Cert 5 Capacitor: AP/HP ~ 415
Energy drain ~ 800
Mass ~ 8000
capacity ~900
Recharge ~36.x
^ some better most worse
Cert 6 Capacitor: AP/HP ~ 525
Energy Drain ~ 650
Mass ~ 9000
capacity ~1100
Recharge ~ 30
^ some better most worse
Now there's such a huge variation in stats that even trying to take a mean would be impossible, but those are "typical" non-crap drops in my experience. The stats seem to be Cert "odd" better in recharge and mass, and that's about it, while the rest of the stats seem drastically improved going up to Cert "even".
As a still-grinding-SW, I'm thinking this is akin to someone installing different upgrade components in the crafting, with one stat favored in exchange for another.
