Is there a way to restore the energy on this capacitor
The energy used to be at 848. Now its at zero.
I tried unloading and reloading at launch it into space
but will not recharge.

if I were you I'd look for a new one, a good level 2 capacitor energy should be above 1k, several of mine are above 1.1k. The recharge was pretty good though, but unless your part was not reverse engineered already, you'll have to find a new one with recharge in the high 30's or higher.
