Can someone explain to me the Min and Max effectiveness numbers on counter measures? When I make an EM Emitter pack I have 111.74 max effectiveness. I can experiment the minimum effectiveness over 100 as well. Would this pack be 100% effective? Would it never fail or are these not percentages and they represent something else?

I'm pretty sure a Pilot's Missile Launching skill is a modifier to counter-measure effectiveness. So have a higher than 100% effectiveness is definitelt desireable.

Hmmm. I wonder if Tier 5 NPC pilots have 100 missile launchiing skills? and what about tier 4, 80?

No, nowhere close. If I get a basic chaff CM off before the missile hits in PVE, I'd guess that 80% of the time its effective. Or, they may have that high skills, but the equation isn't as simple as Effectiveness - Missile Launche Skill = Adjusted Effectiveness.

In PvP a micro chaff is atleast 50% effective against a IRII missile between 2 aces, if not alot more.

Ok. I can see that being a factor with lower level counter-measures. An EM emitter launcher is lvl 9 equipment cert. Master pilot. Master pilot has 100 missile launching skill. So, would an EM emitter pack with min and max effectiveness over 100 never fail?

I don't think that's how it works.
You take your base effectiveness, say 110%. Master Pilot fires a missile at you for -100 effectiveness. Your counter-measure effectiveness is now down to 10%.
That seems overly harsh, to me, and I haven't done any tests on it. Maybe someone else could confirm/deny.

An EM must be very close to 100% then, I'm guessing, especially for other types of ordnance, since IR`s are able to avoid it the best.
