Sorry for this question. Search doesn't seem to be working for me right now.
The experimental qualities for mass on a chassis are MA, SR, OQ, and UT.
If I'm crafting a chassis and it calls for inert petrochem, would I be penalized by using lubricating oil since it only has the OQ stat? Or would this be a good thing if I could find really good lubricating oil, but could only find average inert petrochem?

I'd go with the oil, as it won't penalize you, but an petrochem would.
