Think I should hold off for better drain and mass?

Yep.
I've got 16xx'es L7s for drain, plus a 15.1k mass that I'm looking to further improve.
Also, Protectos come in trim well up to 21xx F/R - if you can, run the quest again with guildies.
...just be fair and compensate them APPROPRIATELY if their rewards are worthwhile.
Protectos are really best when mated with other Protectos for the best and highest possible F/R balance. I'm personally waiting for another 21xx front before I RE my next one.
Also, be sure when you finally DO get it REed, you ask the SW in question to put an L7/RE7 first to get the L7 rating. It'd be a nice item to grind another faction's squads with since you wouldn't be able to do the hand-me-down trick before dropping to novice.

Yea I am going to do the RE w/ my shipwright I had no clue the protecto's could get so high.. guess I should run this a few more time with alts/friends
