Maybe you need to be certed to use the heavy version of the ship that you put the strakes on. Otherwise you dont get the mass increase.
Thats my theory anyway...

He was a rebel master pilot.
Check the pilot forums. Heavy xwing is acutally a quest reward. 180K mass, 2K chassis hps. same YPR as standard Xwing. Starting to look like all ships except the heavy starter ships are quest rewards.

Looks like just a new paint job then.
Fine with me. As long as I can have my heavy X-wing one way or the other... Im cool.

The strakes/winglets are indeed for decoration only. There is an Advanced X-Wing with considerably higher mass, however, which is granted as a quest reward.

i've been looking for 10 min and i can't find the draft schem in my list. I have the schem for the strakes but not the ship itself... what's up with that?

The Heavy X-Wing is given from a quest that starts at the Kashyk (Wookie World) Space station.
