I have seen that one of the oldest and most reknown SWs on Tempest has made them and wonder-- where did he get the schematic or how did he get them??

He didn't make it.
That is a quest reward and if you kill necrosis enough times you can get enough spare to hand around/sell. I believe however you do need the badge for killing necrosis yourself before you can fly it.

Anyone can fly the grevious ship. No badge or faction requirements.

Yes, in fact, if you notice, your skill tree now contains the certifications to pilot the ships awarded for doing particular quests introduced by RotW.

The certifications are not the only requirement, at least for the jedi and ARC fighters (yeah, I forgot the neutral ones didn't need badges) you NEED the badge.
The reason behind the certs was that if you had imperial pilot, earned the jedi fighter, then dropped imp and went up rebel pilot you could still use the jedi fighter once you reached 4333 pilot.
(The certs have been there since before beta started)

To fly the ARC you need to be 4333 pilot and have done the rebel quest from the queen of naboo.

I bought mine from a vendor that had Nine of the Belbullab-22 deeds. If you didn't know they were loot, I could understand why you'd think they were crafted.
And, while you do have to finish the Quests involved with the Actis Interceptor or the ARC Fighter, there is technically no 'badge.'

Wouldn't work. You need to complete the quest to be able to fly it.
