Actually your pilot level does not restrict the use of the Overload programs. Your pilot level does restrict the Droid/Flight computer level you can use though. Which in turn restricts the Overload programs you can use. If I could figure out how to copy/paste from a ingame email I'd drop a description of what droid/FC and OL programs (IMHO) to use at each pilot level. I typed up a overview (based on all the wonderful information in the pilot forums) and sent it to my guildmates. Some have started following that advice and are amazed at how wonderfully the ships handle now. Man, all pilots should use OL programs at all levels of pilot training.
Anyway, your question was in reference to finding a Droid/Flight computer. Find a Droid Engineer (DE) on your server or use the Vendor Search on the bazar terminals to find the items. If you get the droid/Flight computer you qualify now (lvl4 droid/fc) it will hold Reactor OL3, Engine OL3, Weapon OL3 (Yea, I use it), Capacitor OL3, and Cap2ShieldShunt 4. This is the perfect load out for a PvE ship. You will need the next level droid/fc or the master level if you want to use the OL4's (I just use these for PvP stuff).
The droid program link one of the other posters pointed you to is an excellent thread. Much of my knowledge comes from that one....

I am familiar with the droid and how to load the programs and such.(im a reb pilot) From what I read in the forums is that you can get droid commands to overload the capicator and reactor and more. I'm guessing I can't use them now because im not a master but im 4433 and i wanted to look for them now. I have checked the bazaar but i dont know the "title" of the programs. I searched for overload but nothing came up. I really don't want to hop from vendor to vendor but it looks like i have toSorry for postin in the wrong forums, i will try to get it right next time
