fair enough...any suggestions as to what would at least come close to what im looking for? and your right, i dont know alot about the building process, that why im looking for someone who is willing to work with me on it. and secondly, where else could one find a shipwright other than right here where most of them come to in the first place?

You'll probably do better posting on the Bloodfin trade forum. Just post that you're looking for a 12/17 point master shipwright for some custom work. I'd recommend you get with him in-game for the specifics - with the sheer number of lines we can expirement on and the vastly different ways people like their ships decked out, it'll be easier on you and the shipwright if you can talk directly.

I hate these kind of requests. Since we have to handcraft all our components, balancing a new ship for a person can be horribly time consuming, especially if they aren't sure what they want.
If someone asks me to do this ... I now add "Consultancy Pay" on top of my normal rates for the parts and chassis.
If you want the best ship conceivable, part of the components will need to reverse engineered from loot, not crafted. Buying loot or already RE'd top-notch components will set you backmany millions (10 to 100 million range). If you farm it yourself you will save yourself money, learn how to fly and get better stuff then ever gets sold, since most pilots aren't stupid. Your expectations do not match an SW's ability. Even if he has perfect resources and all exp tapes.
Second, building a ship is a personal thing. Any ship build by someone else will not be the best ship for you. You're the only one with an in depth knowledge of your flying style. What you still need to learn is which balance of parts suit you.
Third, I've been a crafter in the past. Almost every crafter gets a tell every once in a while from someone asking to build him the best stuff you can, money is no object. Usually, it's a new player who just got his 1st 100k and hasn't done much shopping yet. These sort of orders sooner ring an alarm bell then the cash register. Of course, occasionally it actually is someone who has been crafting armors for a year and now finally decides to explore the rest of the game. ![]()
There's a point to this bragging - as Washell explained, the only crafted item on the entire ship will be the chaff launcher.
After it's unveiling, there will be two categories of Eta Actis-2s.
1. Everyone else.
2. That loot thread guy's.

Yep, most pilots know what they are doing. If it is uber loot, they keep it for themselves. Since most SW's are also pilots, if uber loot is given/sold to them, they also usually keep it for themselves. I know I do. I have a lot of customers that come to me for RE with all the stuff they need. So, I too suggest you get up in space for a while and start looting.
I agree with the previous posters.
The price of admission to the space game cannot be bought with fancy equipment.
But if you are intent on having an SW build you a custom ship, you need to figure out exactly what you want and give that order to a knowledgable shipwright in writing. This will save everyone time which can be spent fine tuning your request. Also, take a look at the shipwrights products before you try to hire their services. Are they up to the level of quality you are looking for? That's the one real way to tell a good SW from an ok one. I can think of a few SW on my server who can't match my quality and they have tapes out the whazoo. And a few who surpass my quality and they have no tapes at all. But rarely does a single SW make all of the best parts. I bet that if you shopped around, you could put together a killer ship on your own just buying off the rack form different SWs.
Develop your skills and collect your loot, don't worry about being uber. By the time you master, you should have both the knowledge and the loot to build the kind of ship you envision. That's my advice, FWIW.
Btw, when I want a ship, I buy them cheap off someone grinding SW. As long as they have the mass to fit what I want to put in it, it's all good.
