No, there are a few posts that have talked about this, but there is about .5% chance for each RE no matter the level of a fragment drop

This would be a really bad thing - It would mean the most practical way by a long, long distance to get a Firespray schematic would be to pay people to grind Tier 1 spawns as 0100 pilots.

Couldn't you just take a duty missions from your tier 1 trainer as an ACE and blow the crap out of tier 1s over and over again?

My first FS schematic came from nothing but Tier 1 parts

I have hunted down Tier 1spawns in various starting locations and you do get level 1 drops, but I noticed that more often than not I get level 2-4, which is not as bad as the Tier 4-5 spawns.
