This is a big fat shipwright bug/exploit, one that I'm not sure is currently known about. I've written extensively about what happens, how it happens, how it affects shipwrights and its potential for exploitation (however minor) in the second post in my REing post. It's under the "A Note On Weapon Stats And Rounding" section.
As far as I know it could even be intentional, though I hope not, as it sort of forces you to choose between cheating the customer and cheating the system. (The difference can be up to a 2.5% DPS gain/loss on crafted parts, but selective REing can increase the total DPS of loot weapons ~5-8%.) It's definitely something you guys should get on top of.
Just as some food for thought, unless you and all your customers unload your guns every time you log, it will result in no difference between your .494/.494 armor/shield, .246 speed guns and your chief rival's .485/.485 .254. They'll both be .490/.490 .250 in the end.

i agree something needs to be done about this rounding on the weapons stats, if it was the same for all ships, which according to the post it is not, i'd say make it a hard cap so we could save the extra pointas for another stat, but this does need to be addressed.....strange how it is rounded up on the yt and down on the b-wing, that alone should call for a second look.

I just tested a .254 speed gun to see what would happen, and it was rounded down to .250. Probably means there isn't a cap at .260, then, so I'm not really sure what's up with a .253 rounding up to .260.. could be an anomaly, could be misreported, or it could be due to the chassis the gun went in, though that'd be a pretty crazy condition to alter the way rounding works. Certainly worth more testing.

Man, stop inciting me to post here, I hate breaking self-imposed rules. 
.248 speed itself isn't an exploit by any means, it's what happens to refire stats (along with weapon/armor effect) that is potentially exploitive. I really recommend reading the post I linked to for a full explanation, but the quick and dirty thing is that those three stats will round up or down if you leave the gun in your ship when you log. So you're stuck between crafting guns that will see their stats decrease, which is a bad thing for customers, or guns that'll see their stats increase, which is the type of change that is usually a very iffy thing to get into.
Of course, everyone in the world leaves their guns in their ships when they log.. so basically every player in the game deals with this bug every time they get a new weapon. What with it being so easy to unintentionally do--and half the time it actually being detrimental to you--the bug itself shouldn't be classified as an exploit.
Where it gets into very murky territory is REing and intentionally rounding stats on guns to end up with a better RE'd product. I don't recommend doing that. It may only look like a point or three here and there, but I know if I were to somehow start slicing weapons at 4-8% higher than I do now, I would rapidly face bannination.
What it comes down to is, none of the guns in this thread are the results of bugs, exploits, or anything else. It's the intent with which they're made and what's done with them afterwards that could potentially be bad. Again, though, the foundation-level issue isn't anything that should get anyone in trouble, and none of the guns crafted here are anything anyone should be suspicious about. They're all perfectly legit.

I know it isnt the fastest possible but i managend to get a 99 speed engine that weighs 30k(which was more important to me) i have that loaded on my opressor.
