i havent gotten a schematic since my FIRST RE, yep you heard it. The first item I ever RE'd gave me a schem and haven't gotten any since

i have had 4 scematics and normaly get 1 disk in every 50-100 kuat loot that i re

Nearly the same here, I completed my 3rd schematic some days ago and have again 5 of the next 8 disks together. I get 1 disk in around 60 RE tries, and it has neither anythng to do with level nor with kuat parts. I just RE much more level 1 parts, so the majority drops from them.
It has also nothing to do with being master, a friend who is still not master found 7 disks until now, and he REs a lot fewer than I since I don´t RE my own stuff but I buy my loot (I have no time for flying)
