It looks like you have a similar setup as the one I employed with my PA, except I use separate houses for dropping off and picking up. My guildmates know that they can count on finding the best RE'd stuff I can muster in that house.
On the matter of that shield with the 2900 f/b; I also was given one to RE with similar stats, but the Mass and Recharge Ratewas dreadful. I did succeed in matching it up with some good loot and it turned out pretty good for use in a POB. I think I got the r/c rate up to about 16.5 or so. Not sure because this was a couple of months ago, right after ROTW was released. I also don't know which quest it came from.
I'd love to get my hands on another one!
Edit: Oops, forgot to mention that I got the Mass down to about 31k which, though not as good as yours, is still darned nice.
