I can also confirm the 3% bonus on the Level 5 equipment.
Both mass was reduced to 97% and the reactor output to 103%.
And another interessting thing:
It seems that the Reactor Energy Drain does not get any bonus applied.
I had 3 parts REd so far,2 have as final energy drain the exact same number that was used to RE (the 3rd part was the reactor that doesn't have a energy drain).
I think this is a bug.

Updated to improve formatting slightly and to point out the fact that energy drain currently does not apply the Reverse Engineering bonus correctly to the final output.
