Saw this in beta when was working on ships. Could not repeat it easily but if remeber it was more of a case of bad timing really. The start up of one tool just as another was finishing seemed to cause it to happen, The timing though had to be just right (or wrong as personal case might be) to have it happen. Since then have not tried to hit the timing again but think that its just a case of the start and stop data hitting server at same time and game gets a bit confused.
