There have been many calculations on what perfect rescources would make at full experimentation fyi. And I have clode to perfect resources for some of the items (over 925 in all catagories that count) and still we are off by 2X on many of the loot ranges. (not a call for a loot nerf, just an "is")
Engines for example, to get close on Roll (picking one) even with really nice resources, you have to put almost all you xp points into just roll and have some left over for speed. Nothing for Yaw or Pitch. So you end up with an engine with decent speed good roll, and terrible Yaw, Pitch and mass. Even using 950+ resources in OQ and UT (the mass numbers on many items) our crafted "best possible" mass is still huge compaired to even much of the non-re'd loot.
This is a great post to check out the possible values. Looking it over you will find that even with unlimited experimentation points, you still will not even come close to a looted item for many of the ship part types

The devs did a good job fixing up JTL and the shipwright business for the first few weeks after it was released, but since then changes have come about as fast as I've come to expect them in the other aspects of the game. I was sad to see this take place, but I'm happy to hear the rather sorry state of crafted capacitors is still being pushed as one of our big issues.

At 90+mil prestige I've recieved ONE. And that one was cleaverly disguised as a 0.0 reactor, which didn't reveal itself until RE'd (I chose it for RE for its light mass). But a vast majority of loot reactors are not only 1.5-2 times heavier than thier crafted counterparts, they produce about 25-50% less power. For reactors loot < RE < crafted < exceptional REShields: with the exception of the reward shields, loot shields, are again, vastly inferior to crafted shields. The only real benefit from REing shields other than reward shields is if you manage to get some exceptional front and back shields, or need to save a lot on reactor power at the cost of some shield strength. Other than the reward shields crafted is almost always better than loot. For shields loot < RE < crafted < exceptional REWeapons: You bemoan the higher than craftable vs shield and armor of loot weapons, but have you ever actually done DPS calculations on them? A vast majority of those raw loot guns with .65+ vs shield and armor also come with a .420+ speed penalty, as well as medioce min/max damage stats, putting thier average damage per second value LOWER than crafted, as well as monster energy per shot costs (which will matter once weapon overload 3 is fixed). Add to that loot weapons are generally as heavy as crafted at the LIGHTEST, and loot guns are veritable crap compared to craftable. Now, with some proper saving and REing yes, you can make some VERY sick weapons, however as raw loot, they stink. For weapons loot < crafted < RESo out of 8 total catagories you only really have problems with 3, and 3 of the other catagories, you only have problems with RE if well above average loot is used in the process. So no, AVERAGE loot isn't your problem. Your only real problem is boosters, engines, and capacitors.
for the most part i agree with you
for armor the only thing ive seen come close to good crafted armor is the lvl8 reward armor.
boosters you say are a known issue, but crafted boosters are AWESOME. i have a mkII crafted with 35 top speed, this blows away all loot except lvl10 which is over 30k mass.
crafted engines are the fastest unless you count prenerf, but have crap ypr. if they fix the y and p on crafted it would be great (who cares about roll).
guns though are WAY better re'd than crafted. there really is no comparison here.
on starsider ive probobly been to every ship vendor on the world map and ive only found one shipwright that made decent stuff (and no longer stocks). so i know what can be done but no one else seems to be able to do it. either the vast majority of you need to figure out how to craft or good resources need be a bit easier to find.

I dont know, I right now am using some pritty darn good lvl 9-10 loot weapons 
I like 3000-3900 damage with .78 vs shields and .7 vs armor at .4 refire

And yes i do make some nice quick shot weapons at .253 speed that work good, however they dont reach the level of my 2 loot ones that I use. The average DPS for this gun is around 5600 something
average DPS = ((Average damage)*(Average vs. rating)) / refire
However I am going the check the DPS combination of 1 ion and 1 disruptor at .93 vs there specialtis.
As for capacitors, I dont make any at all. Just looted one with a 56 recarge. Cant wait to RE it, will work super in a Decimator

Actually there is a nice ballance between loot and crafted boosters. They're both different. Crafted are faster, but don't last as long, loot can last quite a long time, but don't go as fast. This is nice as it gives pilots a choice between two different styles.

I haven't been a shipwright long, but when it comes to crafted vs. RE'd or just general loot on Chimaera, crafted can't hold a candle to loot. I've RE'd Level 1 capacitors that have 800 or morestored energy with a recharge rate of 36 - 40. Slap on Capacitor Overcharge 2 and you can fire two weapons forever.
The inability to craft something that can even begin to compete with looted components is disheartening to say the least.

He's probably waiting for a decent crop of good resources to hit again. You can blow through a good stockpile pretty quickly as a SW as compared to, say, a weaponsmith.

He's probably waiting for a decent crop of good resources to hit again. You can blow through a good stockpile pretty quickly as a SW as compared to, say, a weaponsmith.

I believe I still have one or two on my vendor, and for certain one in storage. I'll screenshot it and either confirm your thoughts that it's a L2, or prove I'm not making things up.

Hey Harotak, why don't you throw me an email with what you're looking for in terms of parts? I'm pretty sure that, if it's possible to craft what you're looking for, I should be able to get it done. Naithan shops my place pretty regularly, at least.

Good catch on that. I just checked and I have three capacitors as I described, but you are correct - they are all L2. They are however much better than L4 and L5 capacitors that I've RE'd and seen crafted.

Yeah, those stats are too good for any odd level loot capacitor (well capacity isn't so much, but recharge is). The devs did something wierd with even and odd levels of equipment, making even levels generally far superior to odd, even many levels higher. The average L2 capacitor is quite often better than the average loot L9 capacitor. I have seen L4's better than those L2's, both in recharge and capacity. I've seen L10's with 60 regen and 1700+ capacity (not on the same cap), which is just insane relatively speaking (tho I've only seen 1 of each of those, so they are by far not common)
