Shipwrights can make acceptable gear, yes even engines and capacitors, the big difference is that they have a much higher Mass. Are looted items better than crafte, Yes... if you have good looted items. There are many crappy looted items and people who have yet to loot good items that are better than what a crafter can make. What you guys are seeing is all the high end loot because that's posted on the boards.Just like exceptional weapons and legendary weapons not everyone has them.

It's probably true that good RE gear is more common than exceptional/legendary loot but the only major difference between these and crafted stuff(with few exceptions, ie equivilent to exceptional loot) is the major difference in Mass.
