I'm not too sure about the actual presence of an RE market.
It seems to me that a lot of pilots who are new are happy to buy crafted stuff or just use their own looted stuff as they don't really know what to look for - witness the whole thread on weapon experimentation and how a lot of people go for the big damage number when a faster refire rate is actually a better weapon.
Those people who really do want RE parts know what they're doing and spend a lot of time in space, so they'll probably be out looting their own stuff anyway. Then all they might do is bring their own parts to a shipwright for the REing.
I just can't see anyone paying that much for the REd part. You might get more joy just selling the 'padding' components so that people who have the majority of what they need to RE can just buy the last part or 2 that will add nothing to their new component, but will at least let them RE it.
Currently I'm searching the bazaar for just that reason. I do spend a lot of time in space looting, but I'm quite happy to pay 10-20k for that last filler piece for my REing.

That's not what he said. He said that crafted is usually better than the so-so parts a lot of SWs slap together. The L7 blaster you posted there is very very good. I have never seen a L7 blaster with 10k mass, if it was not for the refire I would think it was an exceptional L6. You can RE exceptional parts to create components that blow away crafted. But if you're just throwing 7 the first 7 blasters you get into the tool, you'll end up with a blaster probably that does not beat a high-quality crafted Advanced blaster.
