Not that I've noticed - it almost seems like I get aggroed more often when using them. I'm CL54 though - don't know if that makes a difference...

I proposed this a few months ago.

A vehicle that requires a Artisan certificate.
Got flamed to hell and beyond.

Give us a vehicle that you must have artisan to use.
A layer off armor that covers the vehicle condition. Which is the final protection of the driver inside.

Shouldn't be too hard to arrange, and certainly not too much to ask for.
