Just went to log in and on the little information tidbit screen while i watched connecting scroll back and forth it said "Any one can loot a fallen humanoid,....................... But scouts can harvest fallen creatures, and multiple scouts can mine seperate resources off the same creature"

was this changed in a patch or an overlooked bug ?

We're working on it - the Devs had planned to have that in the game, but there were concerns about the hide/bone economy. There's another longer thread on it somewhere here.
