does this mean that for groups with a single scout, that single scout takes a 40% reduction in harvesting EXP/resources ?

Yes - if you are grouped, you take the penalty.
I'm still trying to figure out if that is how the dev's intended it. If (or when) I get an answer, I'll let you know.

OK. I understand the desire to have grouped scouts take different resources. Makes sense, even, I guess.
So, I was grouped with my cat when we took out some TuskCats on Rori, so I could hit some harvesters. When we (finally) had killed them, I harvested the carcasses. But the harvest was very small. Was the cat supposed to harvest the other resources?
I'm not sure if this is a bug or what, but it seems odd that if you group with a creature, that you lose the ability to harvest the full (reduced now, apparently) harvest off the corpse. Is there some way to kill this feature?
