Tatooine is pretty good, lots of low level mobs, and it is pretty much all sand, no underbrush to hide the smaller critters. So, you can spot them easier.
Mos Espa in Tatooine is a popular starting point, alot of people doing missions, so there is alot of nests spawning all the time there, increasing the density of mobs. (don't shoot the nests themselves tho, unless it is your mission) Most of the mobs near town will not kill you, even if they beat you, so you don't have to worry much about dieing and running back.
