You're probably still too close to a town. I used to have to same problem, but since I've gotten more willing to travel, I have no trouble setting up a camp.

Try to get out a ways further, if you can see a town, you probably can't build a camp. Also, try to make sure it's a relatively flat surface you're building on, though I'm not entirely sure that's necessary.

The range is typically between 1000 and 2000 away from town, I think, but I've heard that Correllia was having some exaggerated city ranges, I think. Also, are you near some other structure? It might not let you build a camp too close to a POI.

It appears that the defined caping sistance starts not at the center of the city, but only when you receive the message stating you have left the city. This distance varies widely from when you leave the actual developed area...in some cases you cannot even see a building any more and you are still "in the city"

Yes, you have to be at least 1000m from the point where you get the message "you are now leaving <insert city name>." So, if you get a mission at a terminal and it says the waypoint is 3000m away, you may easily walk1500 or more meters (through the city and surrounding areas) before you even get to the city border. You then need to go at least another 1000m and sometimes more to be able to set up camp. ANd remember, just beacuse you walked a couple thousand meters doesnt mean you were always walking away from the city. If you took a circuitous route, avoiding aggro mobs and the like, you may walk quite a ways but still not be all that far from the city limits.

Try setting a waypoint when you get to the "now leaving..." message and when you get 1000-1500 meters out from that waypoint (in a straight line) you should then be able to make a camp.

Hope this helps. By the way, if you think it is frustrating trying to find a place to make a camp, wait until you try to find a place to put up a harvester. You not only have the same city distance issue, but also terrain prohibits you from placing them in a lot of places. I looked around for over an hour last night looking for a place to put my wind harvester (they are big) before I finally found one. Camps be the way can be put up on any terrain and even right next to mobs--although they will pack up automatically if you start to fight.

Hope this helps.
