Ok, at novice scout you can harvest one item. At master Scout you can get 3 items. At what level can you harvest 2 items off of a creature?

You're getting "harvest" and "forage" mixed up.

You can harvest a number of hides, bone or meat off an animal using the "harvest corpse" command. The total that you get is based upon the "base" number of hide/bone/meat that an animal gives as modified by your harvesting skill.

You can harvest EITHER bone, hide or meat, but not all three, or even two.

You can forage for fruits, vegetables, and bait using the "forage" command. At low level, you can forage for one item at a time, and at Master you have the abiltiy to forage up to three, but this is currently bugged. I'm not 100% sure at what level you can forage a larger amount, but I believe it isSurvival II.
