Yes, players can train other players. In the 'old days' you received apprentice XP for it. And the apprentice xp was needed for master boxes. So people were veryeager to train you. Some even offered money to train you.
But now you need normal XP for master boxes so you're best option is to go to a place that has many players and start asking for training and hope you'll get lucky. It's best to shout something like "Poor scout looking for a kind personto train me in [Full name of skill]."

or if that doesn't work, do a few missions off the terminals to earn some cash.
On the explorer mission terms there are 'recon' missions which just need you to go to a waypoint to get paid. Pick two that aren't too far out and are in the same direction. If you've done the new starter missions in Eisley you should at least have a (slow) X31 speeder, so these are easy for you.
If you've got JtL, get into space for half an hour and kills some bad guys for fun and fast profits. Yeahs, so you might die a few times, but its all a learning experience.
If you're REALLY stuck, the old standby used to be to do delivery missions. They pay pennies, they are mind numbingly dull, but with a bit of planning you could pick up two in town A that are both in the same direction/distance so are in the same town. When you get there, pick up another two to get you back. Unless you're doing it really bad, you'll cover your training fees at least. Certainly won't get rich doing it, but hey.
BUT your best way, and as a scout there's really no other way, get into a group with a few folk who are also levelling up. Take missions together, work through them, earn some cash, one of you get trained from the trainer then train the rest of the team. Next box, somebody else.
