That's the question. I've read the guides and all that, and I know this is one of SOE's mother of all ____-ups. So what do I have to do. I have the food that gets me to 23 trapping skill total. So does this mean I have to drop all the way down to CL lvl 23 to get XP or can I do it at like 50ish.

This thread, by Maxatano, is a really useful thread going on right now. Basically it says that you can trap creatures levels 1-5 at Novice Scout. Also that you start getting xp when you are about 9 levels above the creatures's level (you will get 10% of the total possible amount of xp).
So I would extrapolate that to mean that at level 14 you will be getting 10% of the total amount of xp off a level 5 creature, that will then be split with weapons xp if you use a weapon. If you get a friend to help you by killing off the creatures then you will get the total 10%.
However, I would encourage you to test this before trying. If you are level 80 now, try trapping some lower level animals. Find the highest level animal you can land traps on at an acceptable rate. Then drop to about 30 levels above that. If still no xp, drop to 20 levels above, and so on until you start getting an acceptable amount of xp.
If you want to keep your CL as high as possible the lower boxes of trapping will take some work, but once you get those it will get much faster. The really hard box is, of course, the 4th level box. You really want to be making what you consider decent xp for that one.
Good luck!

Since I knew I had to get my CL below like 40 I just went ahead and started at complete newb. Getting from CL1 to CL 40 takes less than an hour, so I didn't test too much. SOE really messed up this one, but I decided to let the wookie win and take advantage of double XP. This is the worst bug I have ever encountered or heard of in SWG that sony has allowed to exist for months, and I've been here since beta.
Thanks.
