I still playing around with this but no, I never noticed a difference when walking or running. Ya only get scout xp from mask scent for fooling aggressive creatures. Those red dots on radar is where this skill comes handy. I haven't ventured out too far yet but best xp i was getting using mask was 59 off rogue bagersets on Correllia. I'm about to go far away from any city to test my new skills. So I can give better reports on its usage.

i used mask scent for 2 hours last night on Lok, and while it didn't work constently, i was still getting anywhere from 90-250 xp consistently...got up to explore 4 in a matter of a couple hours
