hi i was wondering what takes less time of these two fishing or camping?
i can only make multipersson camp so have that in mind.

Don't know, where are you fishing? How much xp do you get per 21 minutes? How do you camp, solo or the smart way, with friends?
Too many variables to consider with no info.
You can max any camp in 8 minutes with a good group healing and crafting and entertaining. Or you can lump ona log camp and max in 21 minutes. Or you can macro and waste an hour, more or less. (Macros are for morons)
I would have to guess camping with a group is quickest, fishing while camping is second, crafting while camping maybe even better, and lump on a log is hanging in at 4th
Macro for morons camping is a distant 5th.

Can you fish while you camp? I can't seem to get close enough to the water without leaving my camp.
BTW, with fishing, I baited my pole, went fishing, waited 10 mins and nothing happened. Just a bad spot or did I do something wrong?
Currently, I am doing the bump on a log thing, gives me time to check the boards. 
BTW, I could be wrong but I think that if you sit there while wounded, your wounds will heal themselves AND it helps you max out experience a bit faster.

You must actually deploy your camp in the water in order to fish from its confines. There are a couple locations where this is possible (generally in very shallow water).

Neither. You are probably on a server where fishing is currently borked. 
Once you begin fishing, a window should have appeared with various fishing options. Fishing is an interactive minigame, so if you didn't get the options window you are probably out of luck.
By the sounds of it, they might have fishing fixed in the next publish (which is next week).

loook...get a macro to grind camps...sit in your camp with people and grind camps like mad, it really helps

When I was doing survival XP to get my Squad Leader I never got any XP for crafting camps/traps or fishing. Lots of people suggested it to me when I asked the best way to get XP, never got any though. Did I do anything wrong?

It doesn't tell you that you get any if you craft camps. I know I blew through survival by sitting in a camp with a medic healing a tumbler, a combat medic mind poisoning everyone when our mind wounds were gone, and a dancer healing everything, with me crafting. Took no time at all.
