I have master marksman
scout 4,0,4,0
Bounty Hunter 3,0,44
Creature H. 4,4,4,1
Pistol. 0,0,4,2
When I examine any creatures I see that the combat difficulty is ***. What am I doing wrong? Is this a bug? Please help.

Does it say anything after the ***?
If it does, then it's working. I get a short phrase telling me "Instant Death" "even match" "probably be defeated"...etc.

I know if you target the creature and type /con you find out if you can defeat the creature. That is not what I was trying to find out. When you target a creature and examine you see combat difficulty. You should see a number next to it, which is like a set level for that creature. I only see ***. So I was wondering if I'm bugged or just doing something wrong.

No, thats correct. To see the actual level of the creature you need master scout. The combat difficulty is color based and is on a scale from green (easy) to light blue, dark blue, white, yellow, then red (difficult).

It is working fine. You really shouldn't have to /examine them though. If it is a solo creature with a gree, light blue, dark blue, or white con, then you should definitely try it. If you are an elite profession, you may be able to do yellow con's that are by theirselves. And for red, you need armor, buffs, or both.

Yes Creature Difficulty Level or CL is only viewable on the examine screen if you have master scout. So unless you can tame the creature you're trying to examineand check the difficulty on the datapad you need to have master scout to see the CL of creatures in the wild.

This CL thing is nice to know... I'm just about Master Scout. I had been using the HAM levels to determine whether or not I can take a particular critter or not... but that isn't the best way... although it has served me very well.
As far as the "con" colors... I regularly take yellows... and the occasional red (as long as it's HAM isn't too high.) All without any buffs or Armor. I wear some maskscent clothing and have a nice little combat droid. Works beautifully.

as a rifleman, I have been taking out creatures based on HAM and resists. I go for creatures I can kill in about 3 shots. Funny thing is, most of them con red to me, and I normally play unbuffed.

The difference is though, and here is where I use it. I know I can take stuff up to level 30, but level 30 cons red to me. But so does level 50. So if I see a red con, but see level 30 or below, I know I can still take it, but if I see a CL of 50, 70, what ever, I know I for sure can't take it. That's how I use that information.

The CL is helpful - but unfortunately not everyone has Master Scout. So you should see how you fare against a lone yellow con.
