That's how they originally planned it - a 30 second delay. It's designed primarily for creature handlers and combat droids - so they don't whip out a pet in the middle of a fight.
This is actually a good compromise - I'm surprised none of us thought of it.

The Devs were resolute - no amount of lobbying I tried was going to make them change their minds. The majority of folks in the game wanted the camping restrictions removed. Scout may be the second most popular profession, but it was still not popular enough for us to get to keep our camps. And honestly, I really couldn't make any more coherent arguments beyond "don't nerf Scouts". I don't like not being able to defend an idea without a solid argument.
So we sighed and rolled over and accepted the change, despite the fact that most Scouts wanted to keep the camping requirement. This compromise is good for us, as it does not totally remove the utility of camping (which was what we expected to happen.)
In short - it's better than nothing.

Delta, it's not a compromise at all.
You can't "whip out a pet in the middle of a fight" NOW. You can't call a creature pet or droid or faction pet if you're in combat mode, anywhere, at any time, whether you have a camp deployed or if you're in a metropolitan zone. Futhermore, the instant you go into the combat mode, your camp becomes inoperative! You (and anyone who is in the camp with you) can no longer call pets and stops healing, and unless a medical module equipped droid is out, a medic can't use medpacks.
As long as someone or something is aggroing on you, you're in combat mode, and you cannot summon a creature, a droid, a faction pet, or a vehicle from your datapad.
You can't "rotate" pets because a pet cannot be stored until IT has been out of combat for 60 seconds. The pet's master can be out of the combat mode for any length of time (this can happen when whatever is aggroing you decides to go after your pet, and thus you're out of combat until you decide to attack, while your pet is dealing with the aggro), but it's the pet's status that determines when it can be returned to the datapad.
The stated reason for the 30 second delay is utterly absurd, because other existing mechanisms alreadyaccomplishwhat the 30 second delay is supposed to be addressing.

The entire system was designed to ensure that using a pet was a conscience, thought of choice - same with droids. This was why they required camps in the first place.
That was my point - the 30 second rule was added to replace the camping requirement. The intent is still the same.

Then why are pets capable of combat? If the devs don't want pets to be used in a fight, why are they there at all? The entire justification for this 30 second time sink just gets more Orwellian all the time.
Do the devs also want people not to whip out scout blasters, or vibro knucklers, or anything else during a fight?
This is so incredibly stupid. Let's just eliminate ALL pets now, and get it over with.
The devs continue to prove that they are meatlumps.

I'm not going to try and explain something that I'm not fully versed in - but from what I recall, they didn't want people being able to be in the middle ofa fight, and then whip out an AT-ST and have it own everyone. So they designed the system to make sure that didn't happen.
In any event, we went from a full nerf to a half nerf, which is the best we could have hoped for.
