My VERY first toon in beta started as a scout. This a little more thana year ago.
Since then, new toons start out as artisans, but only because they get a generic crafting tool, a mineral survey tool, and a floral survey tool in their intital inventory. In beta, scouts started with those tools in their inventory. The first thing the new toon does, though, upon arrival at the starport,is pick up scout.
