I am training Hunting and Exploration on my way to Creature Handler and I'm wondering how scouting experience gain works for harvesting. Do I get more experience for harvesting more powerful creatures with a low Hunting skill? In other words, should I train to Exploration IV before starting on Hunting?

not unless you want to get to exploration IV on low level creatures. You'll find that you won't be able to resource certain creatures if your hunting isn't high enough.

Would I get more experience harvesting high-level creatures with high-level Hunting than I would from harvesting low-level creatures with low-level Hunting?

I have seen that the lowly-est critter . . . a Gnort . . . currently gives 40exp when harvesting from it at Lvl 3. The next highest critter I have found . .. a Chuba . . . currently gives 53exp when harvesting from it at Lvl 3.
It's a horrible way to go from Lvl3 to Lvl4 . . . Carniverous Nuna and Nuna give 78 to 100 but that is the extreme of my solo capability. I mostly end up running or incap . . .
