Make sure you are checking your Combat log. The XP from things like /maskscent checks, harvesting, combat, etc are only showing in the combat log. I was on earlier, soloing enraged rancors with nothing but a T21 and my clothes, then harvesting for tons of Scout XP. Sadly they were around level 70 or so for the ones I came across in the wild, so only good for 1 rifle XP.
XP is coming, it's just that it only shows / logs in the combat queue now. Reduces the spaminess of system messages on screen, but definitely takes a bit of getting used to when you're accustomed to the constant scroll of XP messages across the screen.

XP *IS* being granted. I spent about an hour and a half out hunting on Tatooine last night, and scout XP for harvesting was actuall fantastic. It ONLY shows in the combat log.
For COMBAT XP, you HAVE to pay attention to the CL of the mob you're against. If it's gray, you're not going to get more than 1 XP. I also noticed several system messages last night while I was playing (hints?) - when you take on a mob, for every level OVER your CL that the mob is, you get an extra 10% xp. For every level UNDER your CL that the mob is, you get 10% LESS XP. That means if you're level 80, anything that's level 70 or below is going to give the negligable "1 xp per kill". Anything over level 80, if you kill it, is going to give a TON of XP. I don't know if there's a cap on how high it will go over level 80, I was seeing some NPCs at faction bases in the 150-190 range which, if there wasn't a cap on this, would mean INSANE xp if you managed to take one of them down. Of course, you and you party would likely die multiple times in order to take down even one of 'em, but it might be a fun fight.
What does this mean for scouts and rangers tho?
Well, from what I can tell, it comes down very much to choices - you can chose to do like many of us have always played, and just do "Free Range" hunting for things. Most wild spawns on even high end planets, at least right now, don't seem to have a very high level at all. When I can take out ancient kryat's that are only CL80 in a 1 on 1 fight and finish it in about 1-2 minutes, something is wrong there. MOST of the wild spawn I managed to find, while giving great yields on scout XP and actual hides etc, were in the CL range of 30-60 or so, and often even lower.
Or, you can go more the "XP grind" route, tie yourself to a city, and just do missions at you CL. If you're CL80, take level 80 missions. The mobs will be very closely matched in skill to you, they will be difficult to kill and will require planning and tactics, and if you manage to agro an entire herd, you better have a good escape plan since 2 or 3 or more level 80 vs one of you isn't going to last very long, and I guarantee you will lose. However, when you DO kill one of these mobs, you'll get good xp (in my case rifles & combat, your mileage will vary based on what weapon you use).
I certainly haven't explored every corner of every planet, and some of the mob levels are definitely wrong (Tiggs posted the other day that kryats and others are spawning likely far lower than they should in that case - I can't imagine the Devs doing all this to allow folks to solo kryats even faster and easier than in the past), but it sure seems like, in a "harvesting" sense, scouts and rangers will probably still be fairly viable solo hunters if they choose to be, but unless things change in how wild mobs are spawning or how XP is granted (right now seems to be strictly based on comparing your CL to the mob CL), "wild hunting" is not going to ever yield very much weapons / combat XP For anyone once you progress beyond a certain level. Might be fine to grind out an elite prof, but once you're there, the XP pretty much sucks. You DO get xp, but 1 xp per kill means instead of hitting the village every week or two to cash in xp, I'll be there sometime next year instead.
