Quick question: To master a profession, do you need to level up to IV on all four trees??

Yes to master Scout, or any other profession you need to obtain all 4 lines in the skill tree and get them to skill level IV. It is only once you have all four lines at the IV level that the master skill will become available (for the skill point and apprenticeship XP costs described).
