First of all, I completely agree with Delta on this issue as far as it being a gameplay choice. If it helps you at all though, don't think of it as "walking", think of it as "climbing". Thats a more appropriate interpretation of what terrain negotiation is, since it affects your movement speed up hills - your character is basically climbing up a steep hill/mountain, and scouts have more experience with that, hence, improved terrain negotiation.

Holes, weeds, trees, rocks, snow, loose dirt, wet ground, all at an angle. To be able to (increasingly) not be restricted by all these factors you need to learn over time how to .....negotiate that terrain.
If you want to get specific, I think its lame any joe or jane can run downdee'ja peak at top speed, nevermind wanting to be able to "walk" up it.
If you want to get specfic, I think its also stupid (anyone can do this especially for your argument) crawl in a prone position faster than a snail's pace....but then you need to be a full blown ranger to do that, but you don't go any faster terrain-wise while walking or running, climbing, up or down. Now that's wasted skill points, lol.

Get a looted pike with +TN mods. They are easy to find and cheap since everyone wants dot lances.
I am a pikeman so I cant say 100% if the mods stick if you dont have cert for the lance, but I am pretty sure they do. (dots dont)
Or just pick up a crate of BE Travel Bisquits from you local chef..

not gonna lie to you...it's not walking. unless you're holding down the shift key or turned off auto-run, I assume you're running?
can I assume that since you had time to post this, you don't do much of that in real life?
never run up a mountain in my life...I doubt I could and I'm a varsity athlete (Holy Cross Men's Crew). So it isn't exactly a skill that everyone can do since birth. In the end, even if it was, it's a GAME. There are going to be limitations. I can relax in real life by watching TV or playing a game. In SWG I have to go see a musician to "relax". Well therefore I should be able to heal my own BF by parking my toons' butt on a couch in front of a vid screen. No ents needed.
in the end, i have to agree (as usual) with JBMat...although his methods are coarser than mine, there is wisdom in what he says.
