Where you get those 14 skill points from is up to you. For many, it seems novice medic is their most attractive option, as many elite combat types take novice medic just to be able to heal themselves with stim-Bs, which will probably not be certified at the novice medic box.
I just want to clarify this because I think it can be misread. Currently, mastering any of the elite combat professions (Rifleman, Pistoleer, Carbineer, TK, Swordsman, Fencer, and Pikeman) will require 104SP. For the Marksman based professions Ranged Combat is required. This investment is outlined in the first post of this thread here. There is no floating requirement that would allow people to take novice medic so as to go elite combat. Taking novice Medic would essentially be an elective.
The problem in the Ranger board is that Ranger/Rifleman is incapable of picking up Novice Medic. As Phen, Fodder, JB and others point out though Scout will have much more flexibility (SP wise) than Rangers.
