Everyone in the group that has scout skills can harvest a kill.. but you must be IN the group and IN RANGE of the kill. Post-CU you can get a ton of exp from harvesting a high level creature.. when I harvest a level 70+ creature I often get more than 3k scout exp in one shot. (and around 300+ resources)
Also, make sure you are checking your combat spam window for Exp messages.. Since they removed them from the system/spacial spam alot of people are thinking they get no exp when they really are.
Just remember that post-CU the amount of xp you get is dependent on your Combat Level. So a level 70+ person may get 4000 xp - but a level 1 person may only get 200 xp for the same kill.
Might also be worth checking whether you get XP/don't get XP is based on whether you actively take part in the killing of the creature. You did get a few shots / slaps in with your uber CL1 toon?
Make sure you /bug this ingame when it happens, giving as much info as possible.

If I remember correctly, wasn't there something said about grouped characters needing to be within a certain level range of each other for experience to be shared, to prevent a level 80 PC from dragging a bunch of noobs around with him as he kills things and levels them up with no work on their part?
I'll try to find it in all the CU stuff.

Any level can group, I had a level 9 guy with me when I was 80 on TC.
However, the level 9 guy will get exp appropriate for his own level.. It doesnt allow for "power leveling" of lowbies still.

Good deal, that makes a lot more sense than limiting what levels can group with what...
