Net quest? Sorry if I missed something but... What?
*edit* found it, the thread in question was on swgcraft.com, in the artisan forum. I've not verified this, so take it with that in mind:
Go to Anchorhead...under the bridge is an NPC. For me, he sent me out to kill a bounty hunter(not too tuff as I have no combat skills and sent a level 17 critter after him), then I was sent to deliver a message. Went back to the NPC and it gave me the schematic...it requires engineering 3 so I had to give it to an artisan to make for me...it then shows up in the datapad.
To use the tool you have to be standing in water and just "use it". It refreshes about every 5 seconds and takes some action pool. It's random what you'll get...sometimes nothing...sometimes mollusk...sometimes crustacean...they'll just show up in your inventory, but they're not stacking as of last night...and you get small amounts...I was getting 3-5 per per successful use.

Yes, what ABstash said is correct.
There is also a man in Wayfar that gives you several different missions that also ends in him giving you the schematic after you're done. His last name is Banai or something similar to that. He's under a tarp/tent on the outskirts of town. He's whom I got mine from.
you know...i was about to make a crack that we would problaby have to go to tatooine of all places to find a fishing tool.......
This proves once again...look wherever you think would be the LAST place to expect. Kind of like the TV remote....never did figure out how it ended up in the refridgerator.
Anchorhead indeed! Not actually =under= the bridge, but in that area. And the deed after the second mission needs Engineering 3 to produce! Wassup wi' dat?
Using the tool: stand in water, hit about every 5 seconds [or macro that], you get either crustacean or mollusk or failure. Master Scout was not getting more than 4 failures in a row. Don't have to move, the spot doesn't wear out like with forage.
Can't AFK macro because stuff doesn't autostack

YUP!Deliver the bantha statue as a peace offering, go back... get the deed.
My engineer friend already had a deed, so I sold mine in Theed's bazaar for 5K. Tomorrow they won't be worth 100.
