to answer ur Q:, i think its cuz HS3 has a much higher HAM cost than HS2 and doesnt do that much more damage to the enemy.

ive been reading the rifleman forums sense i was a third tier marksman. i now see people saying that they use a 'MS1&2 + HS2 combo'. i know what all of these skills are and wut they do but im geting the feeling that u can put 2 mind bleeders on enemies once u get MS2?

ex: i see a squill and i hit it with mindshot1, then mindshot2. does that mean that it will have seperate bleeders on its mind pool? aka: 'you shoot squill for 1500 damage... squill bleeds for 300 damage... squill bleeds for 800 damage' etc...

In my experience, ... yes. But I don't get why HS2 over HS3 is better.

i would agree with Wooozy. Headshot 3 cost more HAm and does only a 100 to 200 more damage and not all the time. i just picked up headshot3 and i am a little disappointed.

Maybe we can hope that sometime in future that HAM costs will be down alot, but since we can deal so much damage with one shot, I think its their way of keeping us handicapped to some extent.
