What do you professional riflemen do when some guy comes up close and what do you do to prevent that from happening?

By saying some guy i would presume you're talking about PvP, if im wrong tell me.

If its a TKA i stand no chance and my best option is to start kiting before he reaches within 20m, when he burst runs in its basically game over unless you've got a secondary melee profession. Kneeling will increase your accuracy a bit.

It's always good to balance out rifleman with some melee prof, for me I'll just spam SS2 on TKA's because they usually don't have any armor. If they burst run at me, a simple lunge, kd and headshot3.

i have ranged spt 4 from the marksman tree for suppression fire, and have it hotkeyed to my middle mouse button. if it hits, you can gain the 20-30 meters you need tokite them easily... it does seem tomiss alot though, unless you can stick a stun with flushing2 first.
