I think NS elders are your best bet get a good tank and heat shot them u should beable to take em fairly easy then

Many people have looted Exceptional weapons from Nightsisters. Legendary weapons are insanely rare, only legendary items I've personally seen were dropped from Krayts, and a Kimo but it was just legendary kimo scales
