Sorry if this has been asked or covered before, but I seem to remember when I first mastered rifleman 7-8 months ago you'd see the message in the combat logs "xxx shoots at you for xxx damage but you block it". In about 2 hrs of combat today I've yet to see this message once. When I switch to a 1h weapon I see the "you dodge" messages. I got hit every time today by krayts without 1 block. I'm capped at melee and ranged defense AND have melee mitigation 3 from fencer. Also, does the melee mitigation work when I'm using rifles?

This was tested recently and it appears to be working perfectly (results are posted in the forum here). The problem is that if you are in combat vs a High Level NPC/Creature their accuracy overides the low level of block rifleman have. If you have pikeman as well Block will activate much much more often.
Accuracy > Block, dodge, and counterattack.
Melee mitigation works if you are using a melee weapon only, melee defence works if you are a rifleman but with the bonus to hit vs rifleman given to melee melee defence would have to be maxed to see a difference at all. Ranged defence of course works both ways as well.

Thanks for the response.I was leaning on getting some pikeman block to cap out anyway but I'm using some of my other free SP for medic and artisan (for the vendor).

Just one small caveat - block is not nearly as useful as counterattack or dodge. They reduce damage taken to zero, block on the other hand only reduces damage by 50% . Also the effectiveness of these defences do drop in relation to the accuracy of the person shooting/melee'ing you. If they are high accuracy, defenses are much less effective and activate much less often.

Block works, but you still take damage at 50%- I did pikeman twice but the only reason why it prevented me in keeping pikeman was the speed of battle fatigue, wounds and armor decay when tanking or fighting mid-high level mobs. Block with rifleman isn't as bad but it works.
