I've seen one of these for sell. But I didn't have a certificate for it. And I looked up and down the rifleman tree and didn't see it listed.

However I did see it listed on a character builder under Counter-sniping 2. But it's not there in-game. Did they take it out?

It's not listed in the skill tree ingame, but the rifle is in the game and you can't use it until you got counter sniping 2.
