does it modify my rifle like say i have a 10.0 sec rifle(for example only)

does high speed modify wih like a .75 to make the actual speed 7.5 or what?

I honestly have no clue, I'd like someone to explain this as well, but I assume it has a direct percentage increase to attack speed.

Its a percentage, the more you get the more percent. +10 meens +10 percent faster.
