Are there any penaltys for being point blank with a rifle or were they removed.

they still exist - hidden game mechanic now
just check your miss rate at range vs at pb ^_-

Yes. To me it looks like there is a hidden accuracy modifier when running as well.

Yes. To me it looks like there is a hidden accuracy modifier when running as well.
definitely possible
it may even have an effect posture wise but none of my tests are conclusive that way (standard deviation is to high so need a bigger sample).

The only "penalty" I've noticed is that the bad guys can bash me up if they get that close.
