I have just spent the last hour and a half testing sniper shot. I seem to have a found a great work around for using it on any terrain at all distances while being prone for only a second or two.
All you have to do is scroll in to 1st person View then center your target on the screen and fire snipershot. If you are a little off center you will get a half load b4 the dreaded red brackets over your toolbar icon. Just readjust the target to a more central location on your screen.
I have tried this from elevated positions shooting down at targets and from down shooting up. My success rate is 99.8% after about 50-60 creatures.
I am a BH with very little Rifle experience but this is working for me maybe it will work for you?

Says it all really.
Sorry, but this "fix" has already been suggested. If it's working for you, great. But it's just luck. There's no surefire way to get any of the gimped specials to go off every single time, not even flat land.

Just an update on this. I extended my testing to Dathomir and with a little practice was able to get my average up to 100% as long as I could see the target. "Target Not Visible" due to trees being in way was only non sucess I had. I also went hunting with a group and taught other riflemen how to do this. Same success rate. Sorry if it doesnt work for you
Anyone else try testing this?
Please give some tested feedback

I did actually test it when the other person first suggested it, but to be fair I have not tested it in a fair few days now.
Will certainly give it a shot (!) next time I play, just to find out if anything has changed in the meantime.
I really suspect that it's just a case of you taking long enough lining up the target properly that the system settles down. The game just doesn't have that literal aiming of shots in it.
Hopefully Publish 17 (which apparently fixes this!) is not too far off, so it becomes irrelevant.

I've never really worried much about having my target centered.... But, on any land type, I can get Cover/Cover Shot/Sniper Shot to work gauranteed within 5 tries if I'm in first person. If I'm not, I sometimes can never get it to work without moving around.

I am willing to try workarounds to get this crap to work, but isn't it a little sad thatwe have to do some kind of ritual to get our specials to work. I mean really, "pat your head twice, pull on your left earlobe, and then lay down and crawl 2.73 west and then try" Friggin ridiculous if you ask me! they should just work when they are supposed to.

Ok...this is messed up...but the guys solution actually works.
From what I'm seeing going into first person view updates your position exactly so the server doesn't think your moving.
You don't really need to aim at the target it looks like. As long as you move the mouse aroundenough to "zero"/syncronize your x,y,z coordinates with the client and the server. (It looks like it has to do this when you start looking around) Mind you making sure the reticle is over the target ensures you have los on the target.
Some times the weirdest solution actually work...
